Proceedings Now Conducted Through the Sabhasaar AI Tool
Dehradun, 08 February 2026. In Uttarakhand, Gram Swaraj is now rapidly moving toward the vision of smart panchayats with the support of technology. The use of Artificial Intelligence is steadily increasing in the state’s gram panchayats, making their functioning more transparent and effective. The ‘Sabhasaar’ AI tool, launched by the Ministry of Panchayati Raj, has emerged as a strong foundation for digital transformation in panchayats.
Sabhasaar is being adopted swiftly across Uttarakhand. In the state, 5329 panchayats are digitally conducting their meetings and proceedings through Sabhasaar. This is being seen as a major achievement toward the goal of smart villages. In remote and hilly areas, where maintaining paper records is difficult, this technology has proved extremely useful for panchayats.
With Sabhasaar, the regularity of gram sabha meetings has increased, digital records of citizen participation are being created, and monitoring of development-related decisions has become easier. At the same time, tracking action points linked to resolutions has strengthened accountability.
In this regard, Union Minister of Panchayati Raj Rajiv Ranjan Singh, also known as Lalan Singh, said that AI tools like Sabhasaar are making gram panchayats transparent, accountable, and technologically capable. This enables accurate documentation of gram sabha proceedings and gives new strength to rural governance. From a data security perspective as well, the system is reliable. The AI model used in Sabhasaar operates on government cloud infrastructure under the IndiaAI Mission and is secured in accordance with Digital Personal Data Protection rules.

On 14 August last year, the Ministry of Panchayati Raj launched Sabhasaar, a voice-to-text and meeting-summary–based AI tool. It automatically records and preserves in written form the discussions, proposals, resolutions, and decisions of gram sabha and panchayat meetings. This has made the preparation of minutes of meetings easier and has also saved time for panchayat representatives.

Across the country, the Sabhasaar AI tool is being rapidly adopted to make gram panchayats smart. As of 3 January, out of a total 2.68 lakh gram panchayats nationwide, 1,11,486 panchayats have already used this tool. States such as Tamil Nadu, Uttar Pradesh, Odisha, and Bihar are witnessing extensive use, making gram sabhas more transparent and effective.
