Dehradun, 03 August 2026: The first district jail of the Garhwal region, established in 1902 during British rule, is set to embark on a new chapter as a heritage museum. The historic Pauri Jail, which witnessed India’s freedom struggle and several landmark people’s movements in Uttarakhand, will be restored and preserved to keep its legacy alive for future generations. Under the District Plan, ₹1.77 crore has been sanctioned for the ambitious project, while the first installment of ₹37.89 lakh has already been released. The administration aims to complete the restoration and museum development within one year.
The museum will recreate the atmosphere of a British-era prison, allowing visitors to experience an important chapter of India’s colonial history. Statues of security guards from the period will welcome visitors at the main entrance, while the jailer’s office will be carefully preserved in its original form to depict the administrative system of that era. The barracks, prison cells, and solitary confinement chambers will also be restored in their authentic condition, accompanied by displays narrating the lives of prisoners, the functioning of the jail, and the historic events associated with it.
Spread over nearly 910 square metres, the jail was much more than a correctional facility. It became a silent witness to some of the most significant movements in the region, including the Indian freedom struggle, the Kuli Begar Movement, the Garhwal University Movement, the Emergency, and the movement for a separate Uttarakhand state. Between the Non-Cooperation Movement of 1921 and the Quit India Movement of 1942, the prison housed 396 political prisoners. Since the jail had a capacity of only eight inmates, prisoners serving longer sentences were later transferred to larger prisons.
Several distinguished freedom fighters and public leaders were imprisoned within these walls, including Veer Chandra Singh Garhwali, Govind Ballabh Pant, Captain Ram Prasad Nautiyal, Baldev Singh Arya, Bhakt Darshan, Anusuya Prasad Bahuguna, Mangat Ram Khantwal, the Barola Brothers, Kotwal Singh Negi, Bhola Dutt Chandola, Jivanand Khanduri, and Maheshanand Thapliyal. Their legal defence was represented by eminent lawyers such as Barrister Mukundi Lal and Govind Ballabh Pant.
The proposal to convert the historic jail into a museum was first announced in 2009 by the then Chief Minister, Dr. Ramesh Pokhriyal ‘Nishank’. With the project now moving towards implementation, the long-awaited vision is finally becoming a reality. District Magistrate Swati S. Bhadauria said the structure is not merely an old building but a living symbol of Garhwal’s glorious past. She added that the museum will play a vital role in connecting younger generations with the legacy of India’s freedom struggle and Uttarakhand’s historic people’s movements, ensuring that the stories of sacrifice and resilience continue to inspire the future.
